Uh huh. Where was this feller when somebody else said: "Anyone who believes nothing can or will go wrong in Singapore is living in a make-believe world." and "Singaporeans are being complacent when they believe that the Government will take care of all security matters."?
So, I guess someone *can* and *did* stretch the argument that far (to cover the whole nation even). Besides, is not the ministry and all its departments made up of Singaporeans?
They took how many days to come up with the account and a CG? They should just have videotaped the "re-enactment" where a guard supposedly was able to clear the "obstacle" and escape in under 1 minute to show us. (Although I think they should have handicapped the "actor" with a "limp" for better accuracy.)
Heck, why do I bother.

Singapore is rather insulated anyhow. And for staid civil servants to attempt to predict 'black swan' events may be asking a bit much, not that they shouldn't prepare for it
